Increasing Chances on Skins of Own Champions - Hextech Crafting

Whenever you receive keys and chests, it's always exciting (for those that don't buy them/have the money to) for us to be able to open them because then we get too see what kind of skins/ward skins/icons/etc. we get. However, although the system is designed so that its random, it's hard to want to try and upgrade a skin shard/use it when you re-rolled if you don't have that certain champion. (However getting shards for skins for champions that you don't have may encourage the player to buy that certain unowned champion which draws more attention to a more diverse champion pool and game knowledge). You can also have the choice to disenchant them when you want to use the orange shards to upgrade skin shards to permanent skins. This, however, encourages more less champions which generally leads to more lower lvl accounts because they have less blue essence and if it comes down to it, smurfing, which appears to be something that Riot doesn't really support (or so I read in another discussion/thread). This is the case because more often than not, people who are past lvl 30and up generally have more/most to all champions and the chances of increasing skins on own champions in hextech crafting isn't supported when you increase the number of champions you have on that account. This could also possibly be abused by players who are committed to try and get certain skins on certain champions and create accounts (or even buy) and spam bought hextech chests. The negatives of this idea shine fairly brightly but it's hard to want to use skin shards that you can't otherwise use them for other than disenchanting.

The more I think about it the more i'm not sure but I think it's an idea to consider.

This might also raise the question of should you get increased chances of champions shards for unowned champions? There are negatives and positives to this idea as well because for those seeking to increase their mastery levels and still haven't gotten all the champions in the entire champion pool, this won't support them in their pursuit of higher mastery levels. Since the method to receive Blue Essence has changed from receiving them after each game to every level thus champions shards, it might be interesting to have increased chances of receiving champion shards for champions unowned. But again this might negatively undermine the prices of champions in the Shop. Who knows.
