King Rammus
will the King Rammus skin ever be available in loot at the percent of an ultimate skin or a Gemstone skin? or is that Option not available anymore to have it added into Loot?

If they did it would have to be some incredibly low percentage. They made that as a gift to people who participated in the closed beta, so letting just anyone get it wouldn't be very fair.
Unless they do an updated version, like with championship riven, or even urfwick, so original owners get to keep the rarity, but others get a chance to have a version of the skin
