The simple fix to the JG scuttle meta

I think a lot of the issues people complain about came in with the increase in scuttle value which ushered in strong lvl 2 champs (xin, lee, camille) becoming the only viable junglers. A simple solution that would re-broaden the champ pool: Make the 1st scuttle crabs spawn at 6 or 7 minutes. This way the fight to contest scuttle would come at the end of first clear/beginning of 2nd clear after a back. It would level the playing field and allow champs that need to farm up to level 3-4 to fight a fair chance and not be at the mercy of either facing a xin zhao and/or lane priority.
