Heartseeker Xayah and Rakan availability

so a couple years back they made it a thing where a champ's first skin would never be limited/legacy due to the upset of Championship Kalista/Victorious Elise. coming up for Valentines day are the Heartseeker skins for Xayah and Rakan, but last year they started making Valentines skins legacy. Are these two skins gonna be seasonal permanents like Snow Day Bard or are they gonna be locked in the vault after February 14th?
