Punishments for dodging queues

Okay, so I was in one of my promos, one win one loss, and in said promo match I got in my team a Kayle support and a Garen adc now I'm always open to cool ideas but personally I thought taking the 5 minutes were worth the time not to be in a team with that. So when I noticed I FAILED my promos because of the queue leave I was pretty surprised. Why is dodging queues frowned upon, riot shouldn't be so harsh for people leaving queues when they see picks like that.

Well like the time punishment makes sense if I don't want to play with an odd ball pick I pay the price and take the time, but for the lost of a promo match kinda feels weird.

This has been an issue for a while now and there is no fix to it in sight. You either outright lose your promos in-game or lose them by dodging. It sucks...
