Punishments for dodging queues

Okay, so I was in one of my promos, one win one loss, and in said promo match I got in my team a Kayle support and a Garen adc now I'm always open to cool ideas but personally I thought taking the 5 minutes were worth the time not to be in a team with that. So when I noticed I FAILED my promos because of the queue leave I was pretty surprised. Why is dodging queues frowned upon, riot shouldn't be so harsh for people leaving queues when they see picks like that.

Because I would dodge until I got a vayne adc, zed mid, hecarim jg and irelia top

This has been an issue for a while now and there is no fix to it in sight. You either outright lose your promos in-game or lose them by dodging. It sucks...
