I love collecting skins, and I'm close to getting all of Janna's skins. I started playing league after victorious janna came out though, so I was wondering if there was ANY way I could unlock that skin on the account I'm currently using?? Even if it's through hexchests, I just want to know if it's possible.

I know how it feels, just got 2mil on my champ but wasn't around in season 3 to even have an opportunity.
Atm they're just flat out limited unobtainable skins if you don't have them already, so its best to try and get at least gold every season so you don't miss one. The only alternative however, is on PBE where sometimes they'll pop in store for "testing purposes" (like atm victorious morgana is in shop for 99999999BE and victorious elise is 10 BE, both can be mystery gifts unlike live servers).
Who knows, maybe riot will sooner or later release chromas of some sort in the future, they have be re-releasing limited content these past couple years, vics are just more controversal due to the means of unlocking them (player skill/veterancy). Don't get high hopes though.
No, Victorious skins can only be obtained at the end of season for that specific season only. You can't access them through any other means (Outside of buying a account that already has them).
