So why is Ryze considered but more important to consider for reworks and resource and time when many other champs are just as ruined from reworks or need a rework more? Just think about, everytime Riot couldve reworked another champ other than Ryze, and that alone wouldve made many more interesting champs in game.
Because they're too stubborn to accept the fact that his kit and playstyle are not healthy, and that they need to work from the ground up instead of trying to preserve his kit. They've reworked him like half a dozen times now (wish I was joking), and every time it fails because they keep trying to retain as much of his kit (especially the mana scaling, despite the fact that it's the worst offender) as they possibly can, while still being able to call it a rework.
i want to say ryze was one of riots original poster champs for the game, alongside

The fact he has been their since the dawn of the game, they wanted to rework his out of date kit, and cannot for the life of them make a balanced kit designed around a spammy mana scaling mage with CC, inherently i think spammy mages and cc shouldn't go together but that is my opinion to the level that past ryze reworks have done, by making him an unkillable god with refreshing shields/movespeed/ult getaways

I think it's because Riot really likes the idea of this rapid-fire mage, but it's just so difficult to balance.
Its because everytime they change ryze, It always becomes blown out of the water levels of clickbait.
I mean, Not gonna lie, If current ryze had old ryze ultimate, I wouldn't mind. The team TP is kinda stupid IMO and can allow stupid shit to happen.
Then again, Old ryze ult allowed stupid amounts of staying power...
Maybe they don't want to admit Kennen is a really terrible design or something and they don't want to admit to buffing him being a terrible idea.
Just a random idea on why they rework Ryze instead of uninteractive designs like Kennen.
