New Udyr Skin Soon?

I always wonder if they make a new Legendary Udyr skin will it be based on the ultimate skin or the current (bad) Udyr model. I don't see what makes it an ultimate skin and also wondering if Riot has made an actual response on it just being the basic model. I know they just want to make money but it is still kinda sad that lux gets 20 different skins in one and we at most 4 if you even call them different skins If I can get a rioter to answer that would be absolutely amazing.
