Loading Screen Issue

Hi, so I have a huge issue that's cost me Leaver Busters 2 times in a day.

This just started happening 2 days ago, but I haven't found any solution for it yet. First let me establish that I have already downloaded and used the Hextech Tool thing and I have already downloaded and reinstalled the whole game. I do have internet connection, otherwise i wouldn't be able to download or do anything or post this post.

So first lets start with champion select, everything is fine and dandy, okay. Now when the League logo shows up and the screen goes black to the game loading screen, you know normal stuff. But during the loading screen is the problem, I will sit at the loading screen with 0 ping with everybody at 0% for the longest time. Then I'll get the error message saying I have network issues and to retry. Well the thing is I'll retry a few times for one game, but then I'll get the message saying the game has ended(because everybody remade) and I'll get documented for it. I cannot find a solution to it.

The only thing I can do is play ARAM or custom games(because there's no remake option for those). Only thing with both of those is that my loading screen with be at 0 ping and 0% for a good 4 or 5 minutes and when I do finally load, I get into game super late and the game might be almost over(for ARAM) because I'll be behind the other team will have the advantage in a 4v5.

If anybody can help me with this issue or link me to a solution, that would be amazing!

P.S. I am running the game on PC - Windows 8.
