For this reason only i have saved up some champion shards so that i may re-roll them into a champ i don't have. With Zoe fresh out of the gate why am i not able to re-roll for this champ i can do so for wards and skins but not a champion this has to be a bug.

I did not know champion re-rolls were going away. I thought I did my research too. I held onto ALL my champion shards in order to keep them specifically for re-rolls. I own all champions, so this was my way of getting the new ones.
Riot should've given us a way more obvious heads up or the ability to get the BE bonus post-pre season for those of us who didn't get this notification. Except for the fact that this is complete bullshit in the first place. This is some EA level fuckery.
I didn't even know to check this until today, which was the first day I've logged in since Zoe came out.
You were warned this would be removed and advised to reroll / disenchanted any and all shards you would not want before the update so you got the most out of your shards.
However the ability to reroll champions has been removed due to riots update from ip to blue essence, the change makes rerolls ineffective for riots vision of the system as you'll get more shares of the same champion than you did before.
This sucks i have read on there official post that they would be converting all ip to blue essence and there was going to be a restructuring of the system but it never once said that i wouldn't be able to re-roll for new champions anymore. If i knew that was the case i would have converted my shards to blue before the update they pulled the rug right out in front of me on this one. I don't usually play more then once a day these days because of the new system and other factors in my life but in short is because i can longer grind for currency in game i would have to purchase a xp boost then grind for those amount of days wondering if there is a payoff? at some point and if the payoff was worth the effort in me obtaining levels just to get a portion of blue essence (which i don't know how much i would get and when the next milestone would be for leveling my account). Me personally i just don't like how i have to take a shot in the dark on how much of my time i can spend in game hoping to be properly awarded for my progress.
