allow us to only change the voice over

So, Sett is about to get released and the jappanese voice is the frikking DIO 's actor. I got very pissed about the fact that riot changed the assets of the voiceovers and made them unable to mod. I dont get why they had to do that. Atleast give us a way to actually change the voices natevely without touching the locales or something. Yes i know, you can still use jappanese if you edit the locale file but I just wanted the voices. I dont know jappanese.
