Error 404 - Patching

Umm, So I'm trying to reinstall league, and it takes forever, then finally gives me an error 404, and a suggestion to "restart my client"... which fixes NOTHING. When I'm updating to the new client, step 1, I get >8000KBps. When I'm Downloading - Game, Im lucky to get 600KBps.. Why is that?

Im make 0 progress, and this has taken half my day now, and I'm out of options... Running in Admin, reset my modem, doing absolutely nothing on my PC, which is a joy on one of my 2 days i get a chance to play on it... this is becoming frustrating.

I haven't changed anything on my PC, this patcher is just.... not good. and Ive done a full uninstall/reinstall, just to get the same error... and a download speed that will climb to 600KBps. if I'm lucky, just to stop working. WTF.

Any advice is much appreciated.

EDIT: LOL THE HEXTECH REPAIR TOOL JUST CRASHES.... FFS!
