Chat vote for Toxic players

I was just wondering if there could be a way to implement a vote to chat restrict a player from talking anymore in game. I know that there is a mute button but to many times does a toxic player antagonize another player and start yelling at each other within the first 10 mins of the game. I see it more often that low elo players rather talk shit then just mute. And i see way to much where it then ruins the rest of the game cuz they now longer want to play with each other, more as against each other. So out of the other 3 or 4 players that just want to play the game, if we find that the player is saying toxic things if we could just vote to restrict there chat for the rest of the game? Like if the 3 other players choose to mute he automatically restricted to chat? or something along those lines to keep the two from bad mouthing each other?
