What are we supposed to do about players that force others to dodge?

Okay, so we can't create tickets to report players that forcibly troll in pregame lobby to make others dodge. So, a player, like [removed by moderation] (that was in champ select with me) won't ever be reported because all the trolling is done pre game. So, if he decides to pick Singed jungle with ghost and clarity because no one first picked kha zix for him, and spam "I WILL INT" in chat, he will never ever face any punishment. This forces others dodge, and overall creates a bad experience for everyone. There has to be something we can do for this right?
