do you guys think that riot should start IP ban troll players or just ban them forever form rank ?

IP bans will not get rid of players that are intentionally trolling. They can easily get a VPN to change their IP, voiding the ban.
I say bring back the Tribunal System so that trust worthy players can judge game reports like in the old days.
