It's the item FQC replaced and now that FQC is gone, Riot brought it back. Same ghosts and some decent AP and a little CDR and MS to boot.

If you are looking for an item that has item 3312 active, you could get item 3905 it has the same ap, cdr, and active as but has ms instead of mana regen.
