For those who dont know its a special loot item you can get in the snowdown event.

and they gave me 2 skins permanent that I already have, 1 emote that I already have and 1 icon that I already have out of two bags this looks unfair

It is probably similar to the KDA bag. One skin shard or up three skin shards and enough blue essence to unlock them.
