Trolls ruining the game

How do trolls like this not get insta banned? Do people even look at the reports? I've had people with racist names in my ranked games... how do they get so far as to be in a ranked game with names that are blatant racism? This dude picks anivia and just stops people from backing, blocks kills, blocks people from escaping. There is no way this guy hasn't been reported THOUSANDS of times.
