How would one go about contacting a Moderator?
Or someone on the higher up? Just add them on the League client? Or is there messaging thing built into boards.
Wanted to discuss something.

yo what's up, we usually are in the Boards Discord located here, if you don't want to it's OK to post it in Discuss the Boards (with the caveat that you'll usually wait a bit more)
You can try to get in touch with one of them through discord if it's absolutely necessary. I wouldn't go wasting their time though. The link for it is right here. They might not be available atm though. They don't have time for general inquires much, since they're busy a lot.
Personally, I would say don't trust the moderators here. Don't trust Keyru and don't trust BroPoro.
For now, I would personally suggest sending your concerns to Rito's Twitter Support:

They aren't particularly helpful, but at least they haven't given me any reason to outright distrust them completely, which Boards Moderation does on a daily basis. Furthermore, if Rito's Twitter Support does dismiss you or other some slight, they have a link on their page to a survey that specifically pertains to Rito Twitter Support specifically, if you need to leave some kind of negative review.
From what I can tell, the Boards has no such feedback system in place. Nobody watches the watchmen here.
