Maybe a Booster?

My friend just got into a match against this guy. He hadn’t play for a month, last going 18/0, then he comes back and has 10+ kills every game with almost no deaths. He also did this with jungle riven... Anyone think that this acc is being boosted, or is it just me? (Btw, the rank of this match was around B4-B3)
