Who else thinks that Riot can afford to make a few skins cost blue essence instead of riot points? I mean they have enough people buying all the skins they keep coming out with they can make like 5 skins for champions that don't get much love in the game.

No, skins are literally their only consistent income and there are already tons of skins given away for free.
They still have to make enough profit for Tencent to be happy.

I know we have chromas for BE during Essence Emporium but don't recall seeing skins. Why not have the 520 RP skins be avaible for BE? Are there any lower than 520?
during April there was a urf Warwick skin and a teemo white chroma omega squad skin
both were sold for BE (the warwick skin had a ridiculous price though)
Chromas of various skins are sold for BE every pre-season and recently in the early part of the mid-season. Everything else you can either buy or get from chests for free but it does take something called time.
