Why player who tell people to kill themselves is allowed to continue playing league of legends after report through report system and report through riot games ticket ?

Riot isn't going to tell you if they banned somebody even if you report them through a support ticket. But just an FYI - the 'zero tolerance' policy just means that an account will automatically go up to a 14 day ban if it isn't there already, and a permanent ban afterwards, or to a permanent ban if they have already hit the 14 day ban mark before. And the report system is automated, but that doesn't mean it'll happen instantly every time.
