Will the 2016 skt skins be returning once again?

I know that the skt 2016 skins were released sometime in the summer but missed that sales period. I heard no word about them coming back during worlds and if they did I seem to have missed that opportunity as well. I just wanted to know if there is any possibility of them coming back either this year or early next year such as around January or February. If not then I also wanted to ask if there's any way of increasing my chances of getting skt jhin out of chests, seeing that is the only other way of getting the skin, thank you.
