change/nerf vlad thresh

If its a "terrible fucking game terrible fucking company" then stop playing. Problem solved.
Vlad and thresh present two totally different issues.
Thresh is a champion that rewards high skill, and playmaking ability. All of his abilities can be avoided rather simply as far as abilities go, and just require actual awareness of where the enemy thresh is to achieve that.
Vlad is nearly all point and click, with a get out of jail free card, and no resource to manage.
I see the problem with Vlad, I don't see the problem with thresh. He hasn't been in issue in multiple seasons.

I find that tidbit about Thresh misleading. It suggests that he requires a high amount of skill for greater impact. That's what he's supposed to do, true... but according to OP.GG he is literally the number one picked support. He has a staggering 25% pickrate and a 50% winrate.
The recent nerfs did something to curb his pickrate, but he still occupies number one. That needs to be addressed.

I think thats largely to do with the near elimination of enchanter supports. Lulus been shattered because of her solo laning, and on top of that she had her shield nerfed when they targeted that too, Sona has always been a risky pick since her rework, being one of the squishiest champions in the game, Janna of course got nerfed like crazy after her crazy long stint. Soraka has ALWAYS been situational, and easily built against.
Thresh was not played commonly in soloqueue for a long time during Janna's reign. Which is largely over now.
Leona is a relatively risky pick, specially with tank items being as meh as they are. Blitz is feast or famine with all of his power put into one costly skill shot. Don't even star about Rakan. Annie has been taken down quite a few notches now too.
Pyke, thresh, Zyra, Braum and Bard are about the only supports who normally support that I Actually see down there. I feel like Lux, Galio, even people like Sion are starting to overtake traditional supports because most of the supports who are built to support have been nerfed to hell for doing okay in a solo lane.
