Leveling Rewards in Next Season

I haven't found any information on this topic, but I feel like it is important. There are exclusive leveling rewards that are to be added in the preseason, will you still get rewards for say, level 10 if you are level 30? If you cannot obtain them any other way, I feel like players should not be punished by not being able to have a skin or get less blue essence (they are changing ip to blue essence btw) before the preseason. I really hope that Riot allows players to get the rewards for the levels that they have past and leveled past. Thanks in advance for your responses!
