Pantheon lacks a combat ult. You probably have a stronger all in than him if you don't blunder anything important on his passive and don't let him poke you out too hard before hand.
Good pantheons often won't even skill their ult until 10 , 11 depending on other lane states, but if you aren't fighting him , you're not going to force him to commit a hard point into E and that can hurt your team
His whole combo isn't avoidable when you get into his range (stun), and during the said combo you probably can not retaliate since again, you're stunned.
He can also poke you from range with Q with impunity as soon as he gets a Tear which many Panths rushes for that oppressive early game (sell later).
Having not a combat ulti doesn't mean you can't be a 1v1 beast. You only need to look further than Ryze or Tahm.
............ its a teamfight ult and a get back to lane free ult......... its just hard to punish pantheon and hard to not get punished by him in lane
The fact he has a movement ult instead of a combat ult is exactly why he was always so good in the 1v1. He could bring ignite.
Granted, nowadays that means very little since most people bring ignite anyway.
