Being matched with players who are lower rank than you

I don't know if anyone else is experiencing this, but I've been matched with many lower rank players in my games going as far as people under level 30. I don't have enough time to play Rank so I can't say If it's the same or not. I'm pretty sure It the new ranking system, but It pretty boring when half of your team is 3-4 division lower than you
