Will there be a 2 for 1 sale as the new season starts?

Prior to the start of the new season riot had said that you would not need rune pages, and that they would be refunded. So naturally when the season started i went to the blue essence shop and invested almost all of my blue essence into new champs, chromas, and other neat little things that would not have been available in a couple weeks. Then i noticed afterwards that i only had 2 rune pages, because they were not that important last season. Considering how important runes are right now (even though these "runes" are just masteries from last season) 2 pages is not nearly enough. So i am asking if there will be a 2 for 1 rune page sale or if the useless preset pages will be made customizable.
