why dont i have my border riot

so throughout all of season 8 the only thing i received was a chat restriction. and riot themselves said that as long as you didnt get anything above a chat restriction and got honor 2 before season 9 started i would be able to get my border. i managed to do both of those things and yet i dont have it. i emailed them but they sent me a random invite into a live chat around midnight so i didnt notice and they closed my ticket (10/10 support btw). i would just like to add that my friend got 2 week banned at the end of season 8 for saying the N word yet he has his border rn. didnt even manage to get above honor 2 before pre season ended. it just doesnt make sense
