While he certainly isn't "troll" per say, he's definitely not been close to meta in a long time.

I also disagree on the idea that he doesn't really "support". While he only has fear as his primary cc (with rylai's shenanigans being secondary), the silence off his e allows him to effectively shut down ability-reliant botlanes by preventing them from landing key abilities and sometimes cs'ing properly (ezreal being a notable one as the crow can follow him through the dash and still have the potential to bounce afterwards). Support wise, I'd compare him a lot to zyra as them being good depends entirely on what is in the meta (ie: in a world where both characters aren't broken you'll often see them be taken into counter-matchups more than blind picks).
