LoL Application doesnt pop up over other applications during bans/pick

During a game with a few friends we waited for what was 45 minutes because every time there was a time to pick/ban in que and the lol client would not pop up over every other application. im now waiting 30 mins for leaving que too many times. On top of that we had to wait 5 because not only did i have technical difficulties but the fire alarm went off in my dorm so i was penalized for 5 games in a low priority que. So i would appreciate if the new que system would pop up over all other applications. Im fairly certain people have dodged accidently because of this issue. You could however blame it on my negligence or something to that conotation, but regardless it would be very helpful for the lol application to pop up in my face when im checking something out.
