Someone isn't banned doesn't equate they're easy to deal with. It just means it isn't blatantly broken like a couple others.
Someone getting destroyed in a couple instances as this champ doesn't equate that this champ is easy to deal with. It just means they got destroyed in a couple instances as this champ.
Yasuo getting killed by rushing doesn't mean he's not annoying to play against, or that there is no balance issue entirely. It just means he can be rushed if he can't juke.
Balance is to be looked at from data and information collected from a wild variety of different perspectives, not anecdotes.

if any champ was easy to deal with then they are blatantly under-powered as their counter play out weight the champions on strengths
yasuo isnt considered a problem in higher elo because of his weaknesses how ever his strengths as a champion can over come this. in this case they didn't.
Data wise it shows yasuo under performing in his intended lane with a high pick rate, and a scaling ban rate. statistically it shows yasuo's with less then (IIRC) 50 games typically have a less then 50% winrate with him.
no matter how you look at it, data wise and gameplay wise yasuo is fair. its player bias that is calling yasuo other wise.
how ever i will not deny that he can feel impossible to play against at time, i've had it happen to me and i've done it to others.
but at the same time 
all do that, ( pantheon sitting as king of top lane right now ) arguably do it better, and to it to more match ups. yet they generate not even halve of complaints, that is direct evidence of bias.
