Draven becoming an issue

Draven has had a win rate above 52% for basically the last 5 patches but that isn't really the problem. The way that he builds lifesteal much faster than any other adc due to the lack of his need for crit has become a problem. The changes that were made to his q have made his early game still unbearable to play against while his late game snowballing is better too. He always has such a high amount of sustain and damage whether he has a heal/shield support or a aggressive support

I couldn't agree more. He has absurd damage in the laning phase and is the hardest snowballer in the game. Once he gets lifesteal, he begins drain tanking 1v3+. Not to mention his perma movespeed boost makes it hard to land skillshots on him.

Yup. That's the trade for no escape, predictable movements, and dependent on one ability.

Unlike Lucian who bursts harder and does a little less dps, heals similarly with his item, has wave clear, and is way safer to use due to his mobility and freedom in his kit (not tied to one source of damage).

The meta build for draven when I started playing league involved a bloodthirster rush. Draven has always loved lifesteal but I'm slowly starting to think that the current deaths dance rush is a little too good for him. I think this stems from the flexible build path meaning he isn't punished so hard if he ends up not getting much gold in the first few minutes.
