PLEASE READ RIOT: The problem of toxic players, and potential solutions.

I spent an hour and a half typing my previous version of this. My phone died so I have to type it all over again. This is a lot shorter (4 paragraphs to be precise)

As you can probably tell, there has been an epidemic of toxic players. So I propose an idea. A champion that interacts with toxic players. An algorithm detects this (curse words, negative phrases) and marks all toxic players. All that are marked will have 2x amplified damage dealt to them by the champ.

Thanks riot. Please do something about this outbreak as the report system still has issues, such as players not reporting, no punishment, etc.
