How do I climb when I gain 13 LP and lose 21? I got a good winning streak going and my mmr isn't improving what do i do?

Keep your win streak going. Have multiple win streaks.
It doesn't change easily or quickly unless you get a rather large streak going, but if you win like 40 out of 50 games, it'll correct itself pretty quick.
