Spelltheif's Edge Gold Quest doesn't upgrade/finish

I find often when I have little effect early game and often behind in the late game that this item doesn't upgrade after receiving the required 650 gold.

The quest says you have to collect 650 gold AND BUY the upgrade for 500 gold to finish the quest. The quest reward is not the next item stage.
