Why exactly is LeBlanc allowed to do so much damage?

Why is LeBlanc allowed to do 300 damage with Q W at level 2, then proc thunderlords and ignite to at least blow a flash if not guarantee a kill? Why is LeBlanc's only reasoning behind her insane damage being she falls off late? Why does she only fall off late because of grouping, and not because her damage falls off? Why is she allowed to exist in her current state? If anyone can change my mind onto how LeBlanc isn't cancer, I will gift you a skin. Otherwise, explain, or at least teach me to counter her a bit, because she's so bullshit.

If leblanc didn't do damage what would be the point of her existing? The mountains of CC she doesn't have?

I'm not even gonna try defending Le Blanc, she IS bullshit, I mean seriously? Can reach over 720 AP and has "high rewards no risk" set up on her kit, tons of damage with a dash then POOF! Jumps back to safety, I get sick of this bullshit kit, the current kit they gave her is too hard to balance effectively, time for rework!
