2 Gemstones from Orb of Order
I decided to waste all of my order tokens on one orb...and I got SKT1 Elise and 2 gemstones. Is that good?

That is really good. The chance for a bonus reward is 50%, and a vast majority of the bonus rewards are Order Tokens. 2 Gemstones is a rare reward, and Hextech Annie is unbelievably rare.
It's only good if you like the skin, want something from gemstones, didn't like any of the other options to get with order tokens.
