Unlike its broken keystone bretheren (Thunderlord's, Colossus), Stormraider's feels exciting to use and it is fun as hell. Stormraider's surge creates meaningful decisions, please don't remove it in favor of other gimmicks.
They should add a blue surge effect when you proc it too. Having a visual really helps know when you proc it (also because it would look cool).
I play 
a lot and use Stormraiders all the time. I hope Riot keeps this with the new mastery system.

Panic! Gain 10% Movement Speed towards nearby allies that are CC'ed or enemies that you CC. Range: 1500
Seems way more reliable than Stormraider's to me, especially the more a game drags on.
