Tell me how this is possible please - TFT

I played a game of TFT. I had 2 2 star khazix's, and 2 1 star khazix. I needed 1 more khazix to be 3 star. I pressed the reroll/refresh button over 46 times, over course of the game. I did not see another single khazix the rest of the game. Heres the kicker NONE of my opponents had him. Not even a 1 star kha. So I asked everyone if they had seen khazix, in which a few replied "yeah almost every refresh"

Okay so, is this game intentionally dicking me over then? I rerolled over 46+ times and couldn't get a single one. Does this game predetermine someone's luck from the start, and that's it, you're just screwed?
