Nerfs to Tahm Kench

Tahm Kench is a champion that i'm pretty sure was supposed to be a support tank such as somone like thresh or so, but he has the damage of a bruiser/assassin while having some huge tank stats. I really only want them to nerf his damage ratios and maybe his armor 70 without any items for armor at rank 3 or so. I would like to have these nerfs because he can out trade 90% of top laners with his lick in mid game and has one of the best anti-burst abilities in league of legends, its like giving him a 2nd health bar for 3 seconds. I would like to see if anyone has had an experience with him in top lane, and some excuses of people who play him
