Open discussion about ideas to make TP less of a must pick and more of a strategic choice

We all know that in worlds currently the majority of games both mid and top take TP for its immense global utility. I would like to throw out some random ideas I had while sitting on the toilet on how to make it a better spell that isn't a must take to go gangbang bot lane, but a strategic choice to use it or not.

Idea 1- TP to have an ammo count. can purchase new ammo in the shop after all is gone but the cd is not reduced upon purchase. For example for some reason you TP in your own base then run to the shop and buy a new TP charge, it will still be on cool down. Perhaps make it cost ~300 gold. if you use it in its more awesome fashion you might get a triple ect. so you could afford it... Or what is the price of a safe split push to teams?

Idea 2- make TP have a shorter cd say 3 min at the start and upon each use make it have a 1 min longer CD that perhaps caps at 7 minutes. It'll make it a harder decision and more strategic in some ways. do you really want to TP back to lane at level 6 or run back?

Idea 3- make it have a damage debuff/or a damage taken debuff. imagine LB TP to your lane (if its a good one you are pretty much dead the second she is in range). she could have a 20% damage debuff for 2 seconds or so or a 20% more damage taken debuff. she could combo you all day, but if its either you could have a chance for counter play. lets do another example like a riven. riven TP into your lane, but with the damage reduction she might not be as big of a threat, but just an extra body that does good damage not god tier 1 combo dead before you can react stuff.

With these kind of ideas I feel it would make it a toss up between ignite exhaust (ect) a tough choice between tp. Your personal preference will decide as well as the strategic value. I have a few ideas on other summoner spells if this gets a decent amount of feed back

I would love to hear some feedback and some other ideas (preferably ones you thought of on the toilet also!... jk)
