Why can't all 10 be loaded at the champ select together?

So this only applies to blind pick, but it's still needlessly annoying.

We've all seen it. Four of you load in, the first guy calls top, everyone else call their roles, and THEN the fifth guy to be top, either auto locks or doesn't care and pick their top laner. Happened to me a few minutes ago, and I dodged the game to spare my other 3 decent teammates from playing a game with no adc.

Why is the system like this? If the drafting doesn't start until 10 people accept the game anyway, and even the game itself waits til all 10 are fully loaded (unless it's my team. lol), then why can't this be the case in the drafting phase? Can't it be set up so no one can say anything or call their champion until everyone is actually able to communicate?

This may sound like it would get annoying, but I feel that it would be the lesser of two evils. Worst case scenario, everyone else gets re-queued again as if someone dodged.

Just throwing out an idea is all.
