Why does Bard ultimate cooldown not decrease with levels uniformly?

If the last rank saw a lower decrease that would be fairly easy to understand in the thought-process for; as a steady and balanced curve for reductions does not in any way play by the same rules as, or look anything like, a mirror image of additions. Generally speaking subtraction just requires smaller and smaller numbers to represent the same larger number applied to addition to balance things out.
Accelerating the CD from a 15 second drop to a 25 second drop runs counter to a smooth-scaling logic though, and accelerate Bard on more of a hyper-scalling, exponential end-game power spike.
As a support champion, maybe Riot was trying to add in some free end-game scaling in his kit to offset having the lacking gold/itemization opportunities of other lane positions? Most item builds see exponential power-spikes as the game goes on. I'm guessing the logic was more bonus points on rank 3 rather than taking away points from rank 2 at any rate.
