Azir item build questions?

According to http://champion.gg/champion/Azir

it seems quite common for players to build item 3115 first , then item 3116 / item 3020 , then item 3089 / item 3135 item 3157

but Azir Azir will not become lack of mana in this build?

why no one build item 3027 anymore?

It seems item 3010 >> item 3027 be my first core item

and its quite common in a few patch ago as I remember.

Why everyone go item 3115 first even one of passive is useless for him?

I am unranked but I play Azir a lot...

And I build item 3115 only as my second item

and first I usually build item 3165 simply as you stated, I need the mana for the harrasment and it is cheap, and gives me the cd reduce I need for more harrasment (and of course a good amount of AP) ;)

item 3115 is the item you start rocking with after you build it because it gives you so much: a good amount of AP & Attack Speed for your soldiers and dont forget the really great cd reduce.. the passive is a nice extra for last hitting but you usually don't need it ... the item is worth it even without it.
