After 4.21, they both smite the champ and deal true damage
What's the difference between these two items?
one can slow 50% and the other "have vision of them,reduce their damage to you by 20%"?
A bit confuse on how we decided which one to use.

PS: 60-162 (based on level) true damage over 3 seconds anyone know how this works? hit one time and start burn in 3s?

Yeah the change is garbage.
Personally I like the Stalkers blade more for the early ganks. I thought I would like the skirmisher at first but playing a mostly AA champion, the slow from Stalkers blade allow me to stick to targets better or allow teamates to finish the job. Skirmisher on the other hand, sure its nice to take reduced damage but they simply can run away after the smite, end up wasting it.
you mean AA champ better use Stalkers blade than skirmisher?
