I hate reworks but can't deny this champ needs one. His sole gimmick is one-shotting squishies from stealth or setting up for allied yasuos. A wukong that gets ahead is like rengar and full AP malphite in one champion.

His q enhances an AA, so why shouldn't it be able to crit?

Also, unless he has electrocute or duskblade procs up it doesn't do that much without outside enhancement from another source. Not compared to a lot of abilities in the game anyway.

i rush stormrazor in jungle and skip warrior enchant. then sheen, then duskblade, then complete trinity. i follow that up with steraks and ravenous hydra, swapping the order on the last 2. there isnt a champion in game that can outduel wukong once full build + elixr. the only alternative is swapping ravenous for merc scimitar for slight movement speed boost and the cc break. 750k mastery s3 wukong player here.
