[REWORK IDEA] Singed

I'm not really going to go into detail about all the numbers, but just give an overview of what his new abilities are.

Passive - Empowered Bulwark Stays the same

Q - Poison Trail -> Miasma Same ability, but is an AoE around him and doesn't leave a trail. The AoE size scales with Magic Resist to a cap.

W - Mega Adhesive -> Bio-Bomb Singed tosses a round bottom flask filled with a chemical concoction designed to choke his opponents. Deals little damage every second, but mini-stuns targets in the gas every second.

E - Fling -> Insanity Potion Same as his current ultimate, but AP Bonus is removed

R - Insanity Potion -> Chemical Spill Singed releases all of his chemicals around him, dealing damage every second, and reducing enemy champion armor and magic resist. The same size as Gangplank's ultimate, but it is static with Singed's location as the detonation point
