does anyone actually purchase stormrazor anymore?

i haven't seen it be bought at all since it got reworked. it just seems to be too specific of a luxury item - if you want 100% crit you need 4 items, a marksman (typically the only people who'd consider buying it) would usually like boots, and most adcs, even still, probably have something else they'd like in their fifth item slot, like a last whisper upgrade, guinsoos, botrk/bloodthirster, GA, etc. i can't reasonably see it fitting into most builds unless the build's centered around the item almost entirely. i think it would be an alright buy on 75% crit builds, but then one's damage is inconsistent. is this item secretly good or is it just ohmwrecker 2?
