Vegas to Chicago ping screwed up?

I normally get around 45-50ms ping in game, with the occasional match in the high 50s. The server move was supposed to cause a 5-15ms increase. I checked on speedtest, and that rang true, with the average ping to Chicago being ~62ms.

I saw that someone had posted the new server's IP, so I decided to ping it, and it consistently returns 95-110ms.

Doesn't that seem way too high? It's quadruple the estimate, and 40-50ms higher than what I get pinging other random Chicago servers.
